To cut or not, keel that is.

Dutchess finally went in the water last year and we spend the winter cruising to Florida and are now heading back to New York State. We have found the deep keel 6'6'' to be a real problem on the ICW. Aground many times.
What are the pros and cons to cutting the bottom 18" off. Also where do you place the extra 2000 lbs of balast.
I allready have 500 lbs of batteries on the keel. Dutchess is hull #007 from 1977.
